In this editorial piece by the New York Times, they take a hard look into the Texas school system and it's lack of structure for disabled students. According to the piece, Texas has the highest amount of disabled students than any school system but the least amount of education for those students. The article goes on to state that teacher's have very little education about the issues facing disabled students and because of this, many of these kids are getting turned out onto the street.
When they act out many end up in jails over-populated with juvenile delinquents who really need help that they are entitled to under federal law.

According to the report, the Texas system is “basically devoid of what current educational research has consistently identified as ‘best practices’ for instruction.” There is little or no direct instruction by teachers. Children are routinely asked to essentially teach themselves through “self-directed reading” — even though a substantial percentage have limited reading skills. The special education staff, such as it is, is poorly trained and woefully under strength.
